The "fast scroll" problem happens when applications auto-paste data into themselves, usually into a buffer for inspection. This often does something really important (excuse the sarcasm) like turning a paste menu or button on or off.
Starting with ClipMate 6, the "powerpaste shield" option can sometimes defeat the clipboard snooping - but not always. You can try turning it on or off, to see if it improves the situation. See tools | options | pasting.
Otherwise, you need to disable the clipboard monitoring in (or shut down) whatever program is monitoring the clipboard. Usual culprints are FTP clients, "download helpers", PGP clients, the Office2000/XP clipboard, Copernic, any any other clipboard-aware programs such as clipboard spellcheckers, printscreen utilities, etc. Remote Desktop applications often do this too, and usually have an option to sync the clipboard between sessions - turn it off.

- emule - http://www.emule-project.net/ (can be turned off in User Preferences)
- USDownloader
- FlashGet / FlashGot for FireFox
- Google Earth - why in the world does THAT need to monitor the clipboard?
- iTunes
- Any sort of Remote Desktop
- Macro Programs
- FDM Download Manager

I have recently upgrade to MacroExpress Pro (Insight Software at http://www.wintools.com/) and it appears to affecting the Powerpaste function of Clipmate (set it on and it runs up the list). I have explored turning the Powershield off and on, and having Clipmate ignore MacroExpress Pro without success.

I too have Macro Express Pro. I tried to find & disable the app in ClipMate v7.x (Application Profile) but was unable. I even used Sysinternals - ProcessExplorer but the names don't match up. So for now I can't use the PowerPaste :(

Surfulater and MacroExpress:
Solution: don't have Surfulater running and uncheck Use The Clipboard Hook in M.E. preferences

In Windows 7 the culprit appears to be Firefox add-in Skype extension.

The link for turning off the clipboard in Office is not working. I have Office 2010 and the clipboard is not displayed, but how do I ensure that it's not monitoring the clipboard?
