ClipMate Classic will float on top, if you go to Config | User Preferences | Classic, and turn the "visibility" option to "always on top". If you don't see the Classic tab, then first open ClipMate Classic and then go back into the dialog. Likewise, if you want it to automatically hide, or minimize itself when it loses focus, you can do that here too.
ClipMate Explorer won't float on top. v5 used to, but that caused a lot of problems. In order to display any dialog boxes (config, about, warnings, etc.) it would have to "drop out" of ontop mode, otherwise you'd have a dialog box hidden behind Explorer, effectively locking up the application. I heard from a lot of users that they only wanted the Traditional (now Classic) window to float, and that they had to re-configure if they went to Explorer.
But remember, Classic can be configured to stay "rolled-down", if you click on the tack in the lower-left. So if you have it that way, you can keep it on top without obscuring your whole desktop. Here is a screenshot of how that looks. If you think that you want Explorer to float on top, then please give this option a chance - I think you'll find that it's exactly what you want (previous tech support conversations bear this out).
