0000366: Flickering in corner of screen when ClipBar re-sizes

Description

If the ClipBar is re-sized, either by the user re-sizing directly or the effect of the SysTray re-sizing itself, a grey flicker is sometimes observed in the upper-left of the screen. This is due to the ClipBar re-inserting itself to re-establish position within the ClipBar Dock Panel.
