0000372: Add Active/Passive mode for Outbound Clip Filtering

Description

With ClipMate 6.5, the user had to activate and dismiss ClipMate in order for the Outbound Clip Filtering to take place. So if you copied something with formatting and pasted right away without activating ClipMate, you would bypass the filtering.
We'll call this "passive" filtering.

In 7.0, the filtering is "active". If the filter is enabled, then as soon as the clip is received, a "cleansed" version of the clip is placed back onto the clipboard, accompanied by the "whoosh" sound.

Some users want it to still work like 6.5.

Steps To Reproduce

Additional Information

Implemented as Active/Passive setting in Tools | Options | Pasting. Option is disabled unless filtering is turned on.
Active is new 7.x style, Passive is like 6.5. Sound does not play for passive filtering, but that could be added later.
Setting stored in registry:
HKEY_CURRENT_USER\Software\Thornsoft\ClipMate7\Preferences\OBFilterActive = (1,0) for Active,Passive.
