Summary:	0000864: Added systray balloon hint to show clips when scrolling via hotkeys.
Description:	Since hotkey scrolling (ctrl+shift+P and ctrl+shift+N) (previous clip, next clip) can be done from within any program, ClipMate isn't always visible. So there is now an option to pop-up a "balloon hint" over the systray icon, showing the first 1000 chars of the clip. To use, you must be running XP or later, the SysTray icon must be visible, and the option needs to be turned on in Tools \| Options \| Visual.
