Summary 0005831: Utilize screen scaling on all forms, for proper appearance on systems with high DPI (screen) settings up to 150% scaling.
Description With systems running at 125-150% DPI scaling, some of the dialogs (settings, clip properties, etc.,) don't look right.
Steps To Reproduce Set desktop resolution to use 150% DPI scaling. Re-start, examine screens such as Clip Properites. Some dialogs (settings, main form, about) had been previously set to use the scaling, but a lot of them were not.

Still looks wrong at 200 DPI. oh well.
