It probably is assuming that it's a text-based app, which will happen if you copy text first. You see, it builds its filters based on what it sees coming from the various apps as it discovers them. And first impressions make all the difference.
So you can teach it to pick up bitmaps by going to Tools | Application Profile.
Find the entry for Captivate, and enable Bitmap capture. Then it should pick them up correctly when you copy again.
