I am currently using Clipmate 7 demo version, but I have this same problem with Clipmate 6.5.

When I use PhotoImpact 10, the Powerpaste works just fine, but it will not work in Photoshop 7.

I thought maybe Photoshop wasn't recognizing the bitmaps, so I reinstalled it and listed all formats over to PS, but it still doesn't work.

Does anyone have a solution for me to try?

Try turning the "Powerpaste Shield" on or off, and see if that makes a difference. It's in tools | options | pasting.
I suspect that Photoshop is over-thinking the clipboard logic, and isn't believing that there is anything new on the clipboard, so it doesn't let you paste anything.
